The new beating heart of Epping

Swing is the Project Director for Riverlee’s New Epping 51-hectare mixed use development that will transform a former quarry and landfill that has remained undeveloped for decades into the heart of a living, breathing city.

Insight

New Epping is a major $1bn urban renewal of a former quarry in the heart of the Epping Central Activity Centre in Cooper Street, Epping. New Epping will create thousands of jobs, dramatically expand the availability of health care though a new private hospital adjacent to the public Northern Hospital, aged care and allied health facilities, research and office accommodation. It will provide much needed diversity to the local housing market through social and affordable housing, and upscale housing solutions for the diverse demographics of the growing population. This mixed use development will be centred around 11 hectares of new parks and waterways and protected habitat for critically endangered species for generations to enjoy for years to come.

Swing

has been instrumental in delivering critical value and risk milestones:

  • Working closely with the City of Whittlesea, state and federal government agencies, lead the Environmental Audit and CUTEP approval (2019) as a precursor to the Planning Scheme Amendment (2020).
  • Secured legal and commercial documentation securing a 126 bed Ramsay Private Hospital including a link bridge to the adjoining Northern Public Hospital. Construction commenced 2021.
  • Secured funding under the Social Housing Growth Fund from Homes Victoria in partnership with Haven: Home, Safe to deliver 151 affordable housing dwellings. Construction commenced 2021.
  • Gained approval for infrastructure works including Department of Transport, DELWP, Melbourne Water, utility authorities and the City of Whittlesea.
  • Resolved geotechnical constraints associated with the provision of infrastructure with Council and utility providers and built form solutions including, piling, surcharge, and impact rolling solutions.

The site complexities and challenges were ideally suited to Swing’s experience in similar complex projects and stakeholder management. From the former quarry use and waterbodies now inhabited by the endangered Growling Grass Frog to one of the largest private led social infrastructure programs associated with a rezoning in Victoria, Swing is driving the immense potential of this major urban renewal project.
